Construction buyers do not buy “cement” in the abstract. They buy a strength class, a setting behaviour and a paper trail that the site engineer will accept.
The usual European ask
For structural and infrastructure work the common request is CEM I (Portland cement) in 42.5 or 52.5, ordinary (N) or rapid (R), produced to EN 197-1 and placed on the market with CE marking. Without those, the cargo may sit in the yard.
