Road salt in public tenders – a guide for contracting entities

Legal basis

The purchase of road salt by public entities is subject to Public Procurement Law (Act of September 11, 2019). If the value exceeds PLN 130,000, a tender procedure is required.

Technical requirements in the ToR

• Quality standard: PN-EN 16811-1
• Minimum NaCl content: ≥94% or ≥97%
• Granulation: 0–6 mm
• Requirements for certificates and DoP declarations

Typical errors in tender documents

• No requirement for a certificate from an accredited laboratory
• No contractual penalty for failure to meet the deadline during the peak season
• No option to increase the volume by 20-30% in severe winters
